Human Development Education Bill Signed Into Law—Idaho Leads with Truth and Science

This law will ensure all students in the state see the beauty of life in the womb through resources like the Baby Olivia video

Washington, D.C. – On March 27th, 2025, Idaho Governor Brad Little signed SB1046 into law, requiring the state’s schools to provide “human growth and development instruction” for public school students in grades 5 to 12. 

This instruction is to include an ultrasound showing the development of the brain, heart, and other organs as well as a “high-quality, computer-generated rendering or animation showing the process of fertilization and every stage of human development inside the uterus.”

“The study of human development is a fundamental aspect of science education, and I am thrilled that with the passage and signing of SB1046, students in the great state of Idaho will gain a deeper understanding of the incredible process of how human life begins.

I applaud the Idaho state legislature—especially Senator Tammy Nichols and Representative Heather Scott—for their leadership in championing this bill, and Governor Brad Little for signing it into law. This is a significant step toward equipping Idaho’s students with accurate, necessary, and scientifically accurate information regarding human life in the womb.

Idaho is now one of the pioneering states to ensure state-of-the-art education explaining and illustrating human development, like Live Action’s Baby Olivia video, is included in state education standards. Through vivid, life-like animation, students can now witness the beauty and reality of life in the womb from the moment of fertilization.

This pivotal movement is only getting started. With North Dakota, Tennessee, and now Idaho leading the way, we urge the remaining 47 states to follow their bold example. Every American student deserves access to the truth about when life begins and how it develops. These truths inform minds and foster a culture that respects human life at every stage of development.”

Live Action released Baby Olivia in 2021. This beautiful depiction of life in the womb is medically and scientifically accurate and has been reviewed by medical experts. This video would meet the requirements of Idaho’s bill. 

Senator Tammy Nichols, lead sponsor, said, “The signing of Senate Bill 1046 is a vital victory for life, ensuring that Idaho students are educated about the sanctity of life from conception. By teaching students about fetal development and the biological processes that begin at fertilization, this legislation helps instill a profound respect for life, encourages future generations to recognize the value of the unborn, and lays the groundwork for creating a cultural shift that values and protects life at all stages.”

Representative Heather Scott added, “I am so proud of Idaho legislators and look forward to fostering a culture of life in our children.”

The bill was signed into law despite Planned Parenthood and other pro-abortion groups’ efforts to kill it, stating that it is a “blatant attempt to indoctrinate children with a specific political agenda”. 

Idaho’s Baby Olivia bill is just one of 20 bills introduced throughout the country this session that would require education on human development in the womb in public schools. North Dakota and Tennessee passed similar laws in previous years.
