Kentucky House passes bill banning dismemberment abortion

Today, the Kentucky House passed a bill banning the D&E (dilation and evacuation) abortion procedure, also known as dismemberment abortion, a common method of abortion in the second trimester of pregnancy. The bill passed by a vote of 71 to 11 and now proceeds to the Senate. Former abortionist Dr. Anthony Levatino describes the D&E dismemberment abortion in the video below. As you can see, it is a brutal procedure, inflicted on a yet-living child in the womb, typically from 13-24 weeks of pregnancy:

As previously reported by Live Action News, a baby in the womb at 13-14 weeks has a body that is sensitive to touch as well as teeth that are starting to grow. From 15-20 weeks, a baby develops sweat glands, has stem cells in his bone marrow, functioning digestive enzymes, and even demonstrates “hormonal stress responses to invasive procedures.” Staring at 21-24 weeks, the baby will react to loud noises by startling in the womb.

While critics of the bill claim that it would restrict the so-called “right” to abortion, the text of the Kentucky bill, sponsored by Rep. Addia Buchner (R-Florence), very specifically reads that HB 454 would “prohibit an abortion on a pregnant woman that will result in the bodily dismemberment, crushing, or human vivisection of the unborn child when the probable post-fertilization age of the unborn child is 11 weeks or greater, except in the case of a medical emergency” and would “provide that a person who violates the prohibition is guilty of a Class D felony.”

Medical emergency — the exception listed in the bill — is defined in state law as a “medical condition of a pregnant female as to necessitate the immediate abortion of her pregnancy to avert her death or for which a delay will create serious risk of substantial and irreversible impairment of a major bodily function.”

The text of HB 454 also vividly describes the D&E dismemberment abortion procedure as one which “dismembers the living unborn child and extracts portions, pieces, or limbs of the unborn child from the uterus through the use of clamps, grasping forceps, tongs, scissors, or a similar instrument that, through the convergence of two (2) rigid levers, slices, crushes, or grasps, or performs any combination of those actions on any portion, piece or limb of the unborn child’s body to cut or separate the portion, piece, or limb from the body. The term includes a procedure that is used to cause the death of an unborn child and in which suction is subsequently used to extract portions, pieces, or limbs of the unborn child after the unborn child’s death.”

The United States is extreme on abortion, indeed, but not in the way pro-abortion apologists would have the public believe. The U.S. is one of only seven countries in the world which allows late-term abortion after 20 weeks, joining the ranks of China and North Korea.
