Senators introduce bill to close loopholes funding the abortion industry

Senator Marsha Blackburn (R-Tenn.) has introduced a bill aimed at closing loopholes in the Title X family planning program that has allowed abortion businesses to receive funding despite the objections of American taxpayers. The Title X Abortion Provider Prohibition Act, co-sponsored by 26 other Republican Senators, would prevent Planned Parenthood from continuing to receive federal funds by amending language in the Public Service Health Act, under the Department of Health and Human Services.

“We must close loopholes that allow for abortion giants like Planned Parenthood to receive federal funding,” said Blackburn. “This legislation will help end taxpayer funded support for the abortion industry and protect the unborn.”

Polling shows that Americans do not want to fund abortion with their tax dollars. The latest Knights of Columbus/Marist Poll released on January 27, 2021, found that 77% of Americans “oppose” or “strongly oppose” the use of taxpayer dollars to support abortion overseas. In addition, 58% of Americans oppose using taxpayer dollars to fund abortion in the United States. That includes 87% of those who consider themselves pro-life and 34% of those who consider themselves pro-choice.

“Taxpayers do not want to pay for abortions,” said Blackburn. “Not domestically, not abroad. Not now, not ever.”

On January 28, 2021, President Joe Biden signed a presidential memorandum that reversed a Trump administration ruling that blocked Title X funding from abortion businesses and centers that refer patients for abortion. If passed, the Title X Abortion Provider Prohibition Act would shift Title X funding from Planned Parenthood to comprehensive, federally-qualified health clinics that do not commit abortions and largely outnumber Planned Parenthood facilities. Under the act, the Department of Health and Human Services would be required to issue a yearly report to Congress detailing and ensuring that the funds are being used appropriately.

“Abortion providers have a long history of misappropriating taxpayer dollars to quietly fund the industry,” Blackburn said on Twitter. “I introduce the Title X Abortion Provider Prohibition Act to close grant loopholes & put an end to the flow of taxpayer funding for abortions.”
