After decades of violently forcing abortions on women for unapproved pregnancies and enforcing its one-child policy on couples, China is claiming it will now “intervene” when unmarried women and teenagers seek abortions and begin to promote more traditional values. It also claims it will now encourage people to have more children.
According to South China Morning Post, China’s family planning agency — whose existence alone is a red flag — said it aims to “improve reproductive health” by setting up a task force and rolling out a pilot public health program that will attempt to convince people to have more than one child. These efforts are a direct attempt to reverse the country’s drastically declining birth rates which threaten to send it into economic collapse.
China officially launched its one-child policy in 1980, which it swapped out for a two-child policy in 2016 before saying it would allow three children in 2021. While major media outlets treated these moves as the end of reproductive dictatorship, in reality, the Chinese government was and is still controlling the reproductive choices of its people.

In 2020, China’s birth rate reached a record low as many couples are choosing to have just one child. After all, this is what they have been taught to believe is the best option, after years of “one child” propaganda was promulgated by the government.
China says it wants to create a more “positive” family culture, better prenatal care, improved postnatal care, and end the traditional practice of “bride prices.” It is not clear how the government would work to prevent abortions, as few details were given. But it is clear that “the Chinese government is encouraging births and trying to reduce abortions,” said Wang Yaqui, senior researcher on China at the pro-abortion Human Rights Watch. “Given its history of restricting women’s reproductive rights and bodily autonomy through abusive means … [these measures are] certainly a cause for concern.”
According to the document released at the end of January, efforts will be made to address the reproductive health concerns of specific groups of people, and the government will attempt to prevent abortions — not because they are immoral and unethical, but because they can cause infertility. Meanwhile, China is currently committing genocide against Uighur Muslims, including forced abortions and newborn infanticide, which is likely to continue despite this new effort.
