Idaho Governor Brad Little signed a bill into law on Thursday requiring public schools in the state to utilize a prenatal development educational curriculum in their classrooms.
Idaho is the third state to implement a prenatal development curriculum, following North Dakota and Tennessee. Idaho was one of 20 states total considering similar legislation this legislative session, despite pushback from pro-abortion groups such as SIECUS and Planned Parenthood — with the latter claiming that prenatal development education for teens could “stigmatize” abortion.
According to the law — Human Growth and Development Instruction in Public Schools — the curriculum will “include instruction on human growth and development” to students in grades five through 12, including “showing the development of the brain, heart, sex organs, and other vital organs in early fetal development” using “scientifically accurate materials, such as ultrasound videos and animations.” These videos may include Live Action’s “Baby Olivia” or other similar animations.

The curriculum will be implemented for the 2025-2026 school year and must include either a “high-definition ultrasound video,” and a “high-quality, computer-generated rending or animation” such as “Baby Olivia.”
“Baby Olivia” is a state-of-the-art animation depicting medically accurate information about the life and development of preborn children, showcasing their growth and development milestones from the moment of fertilization through birth. A panel of several doctors approved the groundbreaking video, which was created based on information provided by the Endowment for Human Development (EHD), a “nonprofit organization dedicated to improving health science education and public health” whose videos have been distributed by National Geographic.
Senator Tammy Nichols, lead sponsor of the bill, said:
The signing of Senate Bill 1046 is a vital victory for life, ensuring that Idaho students are educated about the sanctity of life from conception. By teaching students about fetal development and the biological processes that begin at fertilization, this legislation helps instill a profound respect for life, encourages future generations to recognize the value of the unborn, and lays the groundwork for creating a cultural shift that values and protects life at all stages.
Sponsor of the bill, state Rep. Heather Scott, explained that she was inspired to support the law after her niece told her that fetal development models of preborn babies are “not true” because she had learned in school that a baby in the womb is “nothing more than a clump of cells.” After the signing of the bill, Scott said, “I am so proud of Idaho legislators and look forward to fostering a culture of life in our children.”
Live Action founder and president Lila Rose stated in a press release, “This is a significant step toward equipping Idaho’s students with accurate, necessary, and scientifically accurate information regarding human life in the womb… This pivotal movement is only getting started. With North Dakota, Tennessee, and now Idaho leading the way, we urge the remaining 47 states to follow their bold example. Every American student deserves access to the truth about when life begins and how it develops.”
