The Louisiana State Board of Medical Examiners has suspended a Louisiana abortionist for practicing medicine without an appropriate license — again.
Dr. Kevin Govan Work’s medical license has been suspended multiple times in the past. Most recently, he had been illicitly working at two of the handful of women’s health centers in the state that commit abortions. His practicing in an OB/GYN facility is in violation of his terms of his most recent probation, which includes a limitation to practice medicine only in the area of “wound care.” As indicated in a 2017 request for reinstatement of his license and probationary filing, Dr. Work told the Louisiana State Board of Medical Examiners he was unable to unable to fulfill the board’s requirements from the previous year’s Interim Consent Order, which included successful passage of the Board Certification Exam in Obstetrics and Gynecology.

Part of the 2017 probationary filing included a stipulation from the board that he not be a solo practitioner. However, according to a letter from Louisiana Right to Life to the State Medical Examiner’s office, Dr. Work has been practicing alone at Delta Women’s Clinic in Baton Rouge and Women’s Healthcare Center in New Orleans since January 2019. The notice for summary suspension of medical license was dated February 26, 2019.
Dr. Work has had several disciplinary actions, including suspensions and probations on his license beginning first in 2009, and then again in 2014, 2015, 2016, and 2017. According to Louisiana Right to Life, these include violations such as:
• Allowing for his electronic signature to be used for treatment of patients he did not see;
• Allowing other medical personnel to treat patients without his supervision;
• Allowing unlicensed personnel to evaluate his patients and provide prenatal care;
• Providing false sworn information to the board concerning his surgical operations at Midtown Medical and neglecting to make operative notes of these procedures;
• Failing to document controlled substances prescriptions;
Planned Parenthood lists Dr. Work in its “Community Resource Guide to Pregnancy Health and Services” as a provider of “Prenatal OB/GYN care. High risk pregnancies. Fertility treatments and inseminations.” The file is dated 2013, shortly after Dr. Work’s first reinstatement on the heels of probation for making an “unwelcome and inappropriate sexual comment to a nurse,” and for six instances of failing to present to the delivery ward in a timely manner. The Louisiana Department of Children and Family Services has an active link to this file on its website, accessed February 27, 2019.
The Supreme Court has temporarily blocked and is currently reviewing a lower court ruling on a Louisiana law that would require abortionists to have admitting privileges at local hospitals.
