Under the guise of updating current laws, a proposed bill currently making its way through the New York state legislature would potentially expand abortion access–making it legal and justifiable through the ninth month of pregnancy: Budget bill S.7511 / A.9511. Page 75 of Governor Andrew Cuomo’s FY 2019 Executive Budget Briefing Book reveals the pro-abortion governor’s priority in making sure preborn babies can be aborted:
But as the New York State Catholic Conference notes, Budget bill S.7511 / A.9511 does far more than simply codify Roe v. Wade:
It would expand late-term abortion.
The primary objective of Part B of this legislation is to increase the availability of abortion in the third trimester of pregnancy. Current state law says abortions are legal in New York through 24 weeks of pregnancy, but outlawed after that unless they are necessary to save a woman’s life (Penal Law Section 125.00). This bill would repeal all Penal Law references to abortion. This would result in a policy where abortion would not be illegal for any reason at any time during a pregnancy. To repeat, this bill will allow abortion for any reason and at any time during a pregnancy, including into the ninth month right up until the moment of birth. This goes far beyond a so-called “codification” of Roe vs. Wade. This would completely decriminalize abortion under our state law.

And as the New York State Catholic Conference also points out, Part B of the budget bill repeals Section 4164 of New York’s Public Health Law, which says:
The passage of Part B, then, would, the organization says, “legalize infanticide.” Because Section 4164 would be repealed, all protections for babies born alive from late-term abortions would be removed. Thus, if a baby is born alive from a failed late-term abortion, that baby could legally be killed, if this law is repealed.
That Cuomo would support this sort of bill as a priority should come as no surprise. The New York Governor praised Planned Parenthood President Cecile Richards earlier in the week. Cuomo hailed her “an inspiration to all of us and to a generation across the nation. She has been a national champion, a national role model.” The words were spoken as he gave her the Governor’s Medal of Public Service.

One part of a generation cannot call her inspired, though, since they are part of the 320,000-plus preborn babies Richards’ profitable organization kills annually.
