Northern Ireland law restricting pro-life free speech takes effect

A buffer zone law restricting pro-life activity outside abortion facilities went into effect in Northern Ireland on Friday.

Passed last year, the Abortion Services (Safe Access Zones) Act (Northern Ireland) makes it a criminal offense to hold pro-life “protests” within 100m to 150m from entrances or exits of abortion facilities. The law makes it illegal for anyone to be “impeded, recorded, influenced or to be caused harassment, alarm or distress” as they enter or leave the facility. Violators face a fine of £500.

The law does not pertain to private property, but it does apply to the following public health trusts:

  • Southern Trust – Craigavon Area Hospital 
  • Southern Trust – Daisy Hill Hospital 
  • Belfast Trust – College Street 
  • Belfast Trust – Bradbury Wellbeing and Treatment Centre 
  • Northern Trust – Causeway Hospital 
  • Western Trust – Altnagelvin Hospital 
  • South Eastern Trust – Lagan Valley Hospital 
  • South Eastern Trust – Ulster Hospital 

Buffer zone laws exist to limit pro-life activity, disallowing individuals from offering help or life-affirming options to women considering abortion. Though the pro-lifers are often vilified as violent or aggressive, the vast majority of them are peaceful and prayerful, and many sidewalk counselors have been thanked for the aid they’ve given to abortion-minded women.

A spokesperson for Abolish Abortion NI, a pro-life organization, warned that because several churches fall within buffer zone areas, the new law could interfere with religious freedom. The spokesperson, who wished to remain unnamed, cited the situation in the United Kingdom, where arrests have been made for people silently praying within abortion facility buffer zones. 

“People are very concerned the legislation has been written in such an open-ended manner there is much debate as to the interpretation of the legislation. There is a real concern that this will impact civil and religious liberties more widely,” the spokesperson told the News Letter

In response, the police have confirmed that since the law does not apply to private property, churches are exempt. The Abolish Abortion NI spokesperson still warned against the extreme overreach of buffer zone laws.

“It appears that this totalitarian imposition interferes with the free expression and religious activities that are conducted outside of [church] premises,” the spokesman said. “This is a clear violation of freedom of expression.”
