According to reports from a pro-life organization, three Planned Parenthood abortionists may have failed to adequately report four cases of abortions committed on minors under the age of 16 in Indiana. State law requires a report to be filed with the Department of Child Services (DCS).
The documentation was provided by the pro-life organization Voices for Life, which is monitoring abortion facility compliance with state laws. The group claims it has submitted complaints regarding each instance to authorities.
Voices for Life Executive Director Melanie Lyon provided Live Action News with text from the State’s legal code (16-34-2-5) which states, “The health care provider shall complete the form provided for in subsection (a) and shall transmit the completed form to the state department, in the manner specified on the form, within thirty (30) days after the date of each abortion. However, if an abortion is for a female who is less than sixteen (16) years of age, the health care provider shall transmit the form to the state department of health and separately to the department of child services within three (3) days after the abortion is performed.”

According to TPR reports sent to Live Action News by Voices for Life, it appears that abortions were committed on four minor girls at two Planned Parenthood facilities in the state which failed to report the incidents with the Department of Child Services; the section asking if a DCS report had been filed was left blank.
March 11, 2022: The Termination Pregnancy Report (TPR) received by the State on March 18, 2022, reveals that the abortion pill regimen was administered to a 9-weeks-pregnant 15-year-old girl at Planned Parenthood Georgetown Health Center in Indianapolis by abortionist Rhiannon Amodeo-Banker. The report stated that the father of the child was 17 years old.
The TPR form section asking whether the report was made to the Department of Child Services (DCS) was not marked, indicating that no report was ever filed.
April 21, 2022: The Termination Pregnancy Report (TPR) reveals that abortionist Deborah Nucatola administered the abortion pill regimen to a 6-weeks-pregnant 15-year-old at Planned Parenthood Bloomington Health Center.
According to the TPR Nucatola submitted, the father was also 15 years of age and the TPR form section asking whether the report was made to the Department of Child Services (DCS) was not marked, indicating that no report was ever filed.
Dr. Deborah Nucatola is a former Planned Parenthood Federation of America’s Senior Director of Medical Services who served from 2009 to 2016. Most notably, she was caught by the Center for Medical Progress (CMP) in undercover videos detailing how she alters abortion procedures to harvest intact fetal organs.
According to her Linkedin page, Nucatola has also served as medical director for Planned Parenthood of Indiana and Kentucky as well as Planned Parenthood Los Angeles and Planned Parenthood of Santa Barbara. She is also listed as Chief Medical Officer of Planned Parenthood Great Northwest, Hawaii, Alaska, Indiana, Kentucky. She can be seen in the video below (or view unedited footage here):
April 28, 2022: The Termination Pregnancy Report (TPR) reveals that abortionist Casandra Cashman administered the abortion pill regimen (mifepristone and misoprostol) to an 8-weeks-pregnant 14-year-old girl at Planned Parenthood Georgetown Health Center in Indianapolis.
According to the TPR Cashman submitted, the father of the preborn baby was also 14 and the TPR form section asking whether the report was made to the Department of Child Services (DCS) was not marked, indicating that no report was ever filed.
April 29, 2022: The Termination Pregnancy Report (TPR) reveals that abortionist Casandra Cashman, (who has been accused of previous incidents of failure to report underage abortions) committed a suction curettage abortion on a 13-year-old child at Planned Parenthood Georgetown Health Center in Indianapolis. The girl was reportedly 7 weeks pregnant and allegedly impregnated by a 13-year-old male child.
The section asking whether the report was made to the Department of Child Services (DCS) on the TPR form was not marked, indicating that no report was ever filed with DCS.
Previous investigations covering underage abortions
When a Live Action investigator went to Planned Parenthood in Indianapolis in 2008, posing as a 13-year-old girl impregnated by her 31-year-old boyfriend, she was told by a counselor that “we have laws to follow in Indiana.”
The “counselor” assured our investigator that Planned Parenthood would not ask any questions about her boyfriend or how old he was, telling the investigator that “We don’t really care about who, what the age of the, the boyfriend,” the staffer said. “It’s your choice. It’s consensual.”
They repeatedly say, “I don’t care how old he is” while they guided her on the fact that “surrounding states don’t have parental consent.” Planned Parenthood then recommended surgical abortion over the abortion pill, claiming that being in labor for hours “would be harder to hide.”
In 2008, a Live Action investigator posing as a 13-year-old girl whose 31 year-old boyfriend impregnated her visited the Bloomington Planned Parenthood in Indiana, where the staffer acknowledged that Indiana state law required her to report to authorities any instance of sexual intercourse involving children 13 or younger, and then suggested that she did not “want to know the age” of the boyfriend because “it could be reported as rape and that’s child abuse.” She explained, “…[I]n the state of Indiana, anyone 13 years and younger… there has to be a report done to CPS….”
The staffer coached the undercover Live Action investigator on how to skirt Indiana’s law, suggesting the patient say, “You’ve seen him around, you know he’s 14, he’s in your grade and whatever. You know what I mean.”
Police were not contacted, although Planned Parenthood claimed the staffer was fired after this incident.
“Attorney General Todd Rokita is currently suing Dr. Caitlin Bernard for failing to adequately report an abortion on a minor,” Voices for Life Executive Director Melanie Lyon told Live Action News. “These four other cases of reporting failure underscore this widespread malpractice in the Indiana abortion industry. We have reported all four incidents, and we are working with the Indiana AG to ensure each of these abortionists are held accountable for endangering the safety of these children.”
Lyon added, “Our hearts go out to the four babies killed during these abortions and the four girls who suffered this injustice. We pray they are safe and receiving the healing and support they need after undergoing such trauma.”
