This year, the South Dakota Legislature passed several pro-life bills that have now been signed into law. According to the Daily Republic, Governor Kristi Noem signed five pro-life bills on March 20, 2019.
The bills include:
Senate Bill 72, which requires abortionists to use a standardized form when obtaining consent from a woman undergoing an abortion;
House Bill 1055, requiring parental notification and agreement for an order to withhold resuscitation;
House Bill 1177, which requires abortionists to offer women the option to view an ultrasound of their preborn child and hear the child’s heartbeat before undergoing an abortion;
House Bill 1190, which establishes reporting requirements for abortion procedures;
House Bill 1193, which makes it a Class B felony to commit an abortion against the pregnant mother’s will.
Governor Noem said, “(Unborn babies) are people, and they must be given the same basic dignities as anyone else.” She acknowledged that her ultimate goal is to protect all preborn babies from abortion, saying, “Our work isn’t done until abortion is eliminated completely, but this is a step forward for life.”

This legislative session, the South Dakota Senate also passed a resolution petitioning Congress and the President to defund Planned Parenthood and strongly condemning the passage of pro-abortion legislation in New York. The resolution states that “many South Dakotans were disgusted by the gruesome cheering at the passage and signing of New York state’s bill, and the carnage it means for innocent unborn babies.”
South Dakota has previously passed legislation that requires abortionists to inform women seeking abortion that the procedure will “terminate the life of a whole, separate, unique, living human being” and that it carries the risk of depression and suicidal thoughts for women.
In 2015, state legislators passed a resolution requesting that the Supreme Court of the United States reconsider its ruling in Roe v. Wade, the 1973 decision that legalized abortion in all 50 states.
